| 摘 要： | 论述大兴安岭岭南农业开发区农业经济发展中存在耕地权属问题,管理问题及政策制度问题。提出稳定政策、和谐发展是解决岭南开发区权属问题的关键。要从改革管理体制,理顺管理关系入手,实施统一管理、统一收费、统一服务。同时,制定相适应的政策,出台规章制度,规范岭南开发区农业的发展。并且要借鉴成功经验,适时发展岭南开发区的农业保险。解决好这些问题,岭南农业开发区将步入健康、和谐、快速发展的轨道。

| Abstract: | Discssed some problems of cultivated land right,management ,policies and system in agricultural economic development in Lingnan agriculture development zone in Daxinganling region.Put forward stable policies and harmonious development being the key to solve the rights belong to in Lingnan development zone.Must reform management system ,implement uniform management,collecting fee and supplying serve. Meanwhile drafts relative policies and systems to modify agricultural development. Based on successful experience to develop agricultural insurance. Lingnan agricultural development zone will head for healthy,harmonious and rapid development after dealing with these problems above. |
