| 摘 要： | 分析我国大中型调水工程及其投融资体制的特点,探讨深化大中型调水工程投融资体制改革的方向,指出以《国务院关于投资体制改革的决定》为深化改革的指导思想,坚持鼓励社会投资、界定政府投资比例、加强项目管理、健全投资项目决策机制、引入市场机制等改革方向,不断完善我国大中型调水工程的投融资体制。

| Abstract: | Large and medium-sized water transfer projects in China as well as their characteristics of financing system are analyzed.Some discussions are given to the direction of deepening their financing system reform.It is put forward that based on "Decisions about Financing System Reform by the Chinese State Council",the following reforms should be insisted on: to encourage social investment,to define the investment proportion of government,to strengthen project management,to improve project investment decision-making mechanism,ant to introduce market mechanism,etc.,and the financing system of large and medium-sized water transfer projects in China will be continuously improved. |
