| 摘 要： | 我国财政政策设计上存在一些问题:由于未将满足经济发展和经济稳定的政府支出分开,结果造成财政政策力度难以衡量;由于政策目标定为经济增长,结果造成政策未能有效的通过经济目标的实现,推动社会总目标的实现;由于政策目标设定不合理,结果造成政策效应持续性差,经济增长对政策产生强烈的依赖性。

| Abstract: | There are some problems in financial policy design in our country,such as,because doesn't separate economical development disbursement from economical stableness disbursement,it is difficult to weigh the strength of financial policy;because takes economy increase as policy goal,policy doesn't effectively drive the realization of total social goal by the realization of economic goal;because the enactment of policy goal is unreasonable,economy increase depends on the policy strongly. |
