| 摘 要： | 合作主义取向的社会公共治理,要求政府部门、营利组织、社会组织和公民个人在化解城市房屋征收与拆迁冲突的文化价值伦理方面达成观念上的共识。除了利益分配不公之外,城市房屋征收与拆迁缺乏从政治、经济和社会层面对民生的文化价值伦理的关注。经过"启智"、"承接"、"转化"、"契合"四个阶段,可以获致对治理城市房屋征收与拆迁冲突问题的文化价值系统的改造和关于征收拆迁冲突公共治理机制的新"诠释"和新"透视",并经过教育改造、政治支持和社会变革的更新路径,使之成为治理城市房屋征收与拆迁冲突的新文化理念。
