中原经济区产业政策支撑体系的路径选择

产业优化升级是加速中原经济区建设、促进河南走在中部地区前列的重要引擎,而产业优化升级急需系统的政策体系支撑。本文提出了一个包括基础性产业政策支持体系、引导性产业政策支持体系和服务性产业政策支持体系的系统的中原经济区产业政策支持体系框架,并提出了以统筹城乡土地政策为基础、以发展新型工业产业政策为突破点、以积极的财税政策和金融政策为保障、以改善民生作为中原经济区建设系列产业政策的最终落脚点的中原经济区产业政策支撑体系建设的路径选择。

Research on the Path of Industrial Policy Support System of the Central Plains Economic Zone

The construction of the Central Plains Economic Zone is badly in need of system of industrial policy support system.This paper proposed a support system framework including a basic policy support system,guide policy support system and service system of policy support system,and then this paper proposed a path selection including co ordinate urban and rural land policy,developing a new industrial and active fiscal policy and financial policies to co ordinate the central zone feature points in order to improve people s livelihood as a series of policies of the Central Plains Economic Zone of the ultimate point.
