城乡统筹背景下农民工社会保障的现实环境思考

城乡统筹的关键在于城市化进程,而城市化进程取决于在城市中就业的农民工转化为市民的速度。2008年底的大量农民工返乡的现象说明,制约农村剩余劳动力向传统农业以外的产业转移的主要因素不是户籍制度而是农民工的社会保障是否健全。因而,对于该问题的解决,应该秉持构建一个相对统一的社保体系的价值取向,立足现实,逐渐完善土地流转制度,充分发挥社会民间组织的作用,建立农民工就业保障制度,为最终统一的社保体系的建制与推行营造有利的环境。
