| 摘 要： | 本文对我国城镇土地收购储备的内涵、性质和基本特征进行了全面分析.文章认为,土地收购储备是服务于公共目的的行政行为,具有目的上的公益性、效力上的行政强制性、权利义务上对收购对象的补偿性、土地财产上的转移性、执行依据和程序上的法定性、功能上与土地市场的互补性、运作中的行政授权与委托性等特征.

| Abstract: | This paper discusses the content, nature and character of land banking in China's Urban Areas.The paper argues that as a kind of the administrative behavior, land banking is limited to serve to the public interests,enforced by the state power, needed to transit and compensate the purchased land property, conducted according to the regulations matched with land market, carried out through empowerment and entrustment. |
