水利与区域发展协调性评价:松辽流域例证

在水利与区域发展之间的关系上,既要强调水利的保障作用,还要发挥水资源的约束作用。从水利可持续发展和水利对区域发展的保障能力两个方面,对松辽流域的水利与区域发展的协调性进行评价后发现,松辽流域经济社会发展对水资源的利用情况总体不高,现状值与规划值相比有一定的差距。应进一步加大水利投入,强化防洪抗旱减灾体系建设、水资源调配和高效利用体系建设以及水资源保护和河湖健康保障体系建设;加大水资源管理力度,增强水资源对区域发展的约束性;提高协调管理水平,统筹满足不同类型和多主体的用水需求。

Compatibility Evaluation on Water Conservancy and Regional Development:Taking Songliao Basin as Example

In terms of the relationship between water conservancy and regional development,we should emphasis the protection role of water conservancy as well as its restraint role.We evaluates the compatibility of water conservancy and regional development from aspects of water conservancy sustainable development and its protection ability.We find that,the using efficiency of water resource is not high to economic and social development in Songliao River Basin,and there are some gap between status and planning.We should strength the input,and the construction of system of combat ting drought,resource distribution,and high utilizing mechanism,water resource conservation,and river healthy ensuring system;increasing the management of water resource,and the restriction of local regions;enhancing the coordinating management ability to meet the demands of all kinds subjects.
