| 摘 要： | 城镇化是中国走向现代化的必经途径,农民向城市转移集聚是当前政府推进城镇化必然选择,因此征地拆迁、农民安置成为当前中国社会的一个热点和难点问题,浙江省富阳市坚持以人为本、通过制度创新,始终把被征地农民的社会保障问题放在工作的首位,为各地被征地农民的安置和社会稳定发展提供了很好的实践经验。
