摘    要:人力资源是第一资源,农村人力资源开发是北部湾经济区开放开发的一个重要组成部分,也是北部湾经济区实现建设目标的重要保障。人力资源开发是一项系统工程,涉及多方面的制度安排。北部湾经济区农村人力资源开发进程中面临城乡二元户籍管理制度、农村教育培训制度和人力资本投资激励制度等方面的制度制约,只有进行制度创新,建立和完善各类相关制度,才能加速北部湾经济区人力资源开发的进程。

Promotion of Rural Human Resources Development by Institutional Innovation

Abstract:Human resource is the first resource.Rural human resource(HR) development serves as an integral part for the opening and development of Beibu Bay Economic Zone as well as important guarantee for the objectives of this area. HR development is a systematic project as it covers multi-sided institutional arrangement.During this process,it faces institutional constraints in urban-rural dual household registration system,rural educational system,human capital incentive system,among other systems.In this sense,only do institutional innovation,the development and improvement of relevant systems,can HR development in Beibu Bay Economic Zone be accelerated.
