关于改革征地制度的一些思考

科学的征地制度应具备两项基本功能，即保障农民权益的功能和具备控制耕地非农化趋势的功能。改革现行征地制度的总体思路是：核心是要导入市场机制，承认集体土地的商品属性，最终以市场交易制取代强制性征地制；前提是要确立全新的耕地价值论，耕地的价值不仅在于其经济性，还包括生态和社会性，及其价值的趋大性；关键是要规范地方政府行为和征用程序。

The value of cultivated land exist not only in the economy but also in the ecology and the society; the key is to standardize the requisition conduct and the procedure of the local government.
