The induce mechanism of local government behavior can be discussed from the local government officials' con- sciousness,desire for overtaking,and acquiring the concern of the press,etc.Improving Shandong's vegetable industry com- petitive power matches the target of local government.Some measures should be taken which include regularizing local government's behaviors,improving the main factors and demand quantity,improving service,and based on that,reform the agricultural macro-management organization,establishing the trace-back system of vegetable safety,heightening the degree of farmer organization,applying the personal reputation policy and guiding the industrial clusters,and finally,enhancing the international competitive power of regional vegetable industry.
