东北振兴与国有企业改制

国有企业比重过大、技术落后、历史包袱沉重，严重制约着东北经济的振兴与发展。虽然东北经济困境源于所有制问题之处很多，但目前的核心问题是产业技术落后，因此，解决问题不应从国有企业改制入手，技术变革才是东北振兴的根本出路。否则，不仅有可能搞垮国有经济，使我国重要的基础产业土崩瓦解，更可能引发严重的社会问题，破坏稳定发展的大业。

On the Reviving of the Old Industrial Base of Northeast China and the Structure of state- owned Enterprises

The proportion of state-owned enterprises in the national economy is too large; the technologies of the state-owned enterprises are backward; and the state-owned enterprises have many heavy burdens left in the past. Although much of the problems of the economy of Northeast China result from the system of ownership, the core problem now is the backwardness of industrial technologies. Therefore, we should not start with the reform on the structure of the state-owned enterprises, or we might not only break them down and make the basic industries of our country collapse, but also bring about serious social problems and destroy the stable development of our national economy.
