| 摘 要： | 国家开发银行一直坚持＂规划先行,融资推动＂的理念,发挥制度建设和市场建设的先行者、开拓者和先锋作用,积极支持中国城市化、工业化、国际化的发展道路,在基本建设融资领域发挥着主力银行的作用。开发性金融之所以能够成为政府和市场的桥梁,能够发挥引领商业资金的巨大作用,最本质的原因就是其具有＂规划先行＂的内核。本文从实现开发性金融与政府发展目标同构性、体现开发性金融与商业性金融异构性、开发性金融理论和实践的内在要求三个方面对开发性金融的规划内核进行了论述,并结合中国国情提出了构建规划金融体系的功能模式建议。

| Abstract: | In this paper,the planning kernel of development finance is discussed from three aspects,namely,the isomorphism of development finance and government to achieve development goals,the heterogeneity of development finance and commercial finance,and the inherent requirements of theory and practice of development finance,and construction of china's planning financial system combined with national conditions is proposed. |
