| 摘 要： | 在应对国际金融危机背景下，联合国环境规划署推出的全球绿色新政，已成为各国应对经济、环境等多重危机的有力举措。中国正处于全面落实科学发展观的战略转型期，实行“绿色新政”尤为必要。各国的实践对我们的发展有重要的启示。“绿色新政”的政治意愿要转变为政治行为，政府需尽快做出反应，提升政策理念，充实政策参与主体，理顺政府管理体制，提高政策工具的科学性。
