| 摘 要： | 发展低碳经济的政策措施很多,对碳排放征税是其中的重要方式之一。本文试图对最优税率选择提供一个确定的方法,在不考虑环境因素对整体福利影响的前提下,利用兰姆赛最优税率思想,将排放量的设定与最优税率确定相结合,同时将减排技术因素纳入税率决定因素来确定最优的碳排放税,以使得本国的福利在征税后保持最大化。

| Abstract: | There are many measures to develop low-carbon economy,carbon emission tax is one of the important methods.Without consideration of the influence on the overall welfare of environmental,this paper try to provide a way for finding an optimal tax,which uses the thoughts of Ramsey's tax rule,combine the carbon emission quantity and tax,as well as put the technology index into function,thus,make the welfare of our country kept in the maximum state country. |
