日本观光立国战略评析

自2003年起至今，日本观光立国战略实施已有5年。在过去的5年中，日本政府在观光立国战略的体系框架下制定颁布实施了一系列的政策、法规。日本各界对于观光立国战略的成功实施都寄以厚望，希望观光立国战略能够为日本社会经济的发展带来新的动力。从政治、经济双重角度分析和探讨这些政策法规出台的背景、政策法规其本身的内容、实施的状况、取得的实效、产生的影响等问题后，我们认为这些政策法规将对日本的政治、经济等诸多方面的未来发展产生深远的影响：旅游业将成为日本针对国内的方方面面进行改革的契机，一方面观光立国战略极大地推动了日本经济的发展；另一方面这一战略也将为日本努力成为政治大国贡献力量。

On Japans Tourism Based Development Strategy

The Japanese tourism-based development strategy has been implemented since 2003.In the past five years,the Japanese government has promulgated and implemented a series of policies and regulations under the framework of the strategy,which is expected to bring new impetus for Japan's socio-economic development.Both political and economic analyses are conducted to examine the backgrounds,contents,implementation,effectiveness and impacts of these policies and regulations.The policies and regulations may have profound political and economic influences on Japan,and the development of tourism industry may cause widespread reforms in almost all fields.This study argues that the tourism-based strategy not only facilitates Japan's economic growth,but also helps Japan achieve the goal of being a politically big country.
