解析地勘单位改革发展的三大体制性障碍

摘    要:总体上看,十多年来地勘单位的改革方向是正确的,成效是显著的,但还存在一些突出的深层次问题.主要表现在三方面:一是地质找矿成果交易的有限性;二是地勘队伍"戴事业帽子、走企业路子"的局限性;三是地勘单位经营实体管理的不规范性."十二五"是国有地勘单位改革发展的关键时期,地勘体制机制改革将进入"深水区".认清地质工作体制障碍、事企混合运行体制障碍、内部产权管理体制障碍等三大体制性障碍,对做好地勘体制机制改革制度设计具有积极意义.
