| 摘 要： | 珍惜地球资源是缓解我国资源环境约束的根本出路.我国节约集约利用地球资源的潜力很大,应积极构建珍惜地球资源的机制,健全节约集约利用地球资源和保护环境的政策法规体系、责任机制、定价机制,加强生态文明建设.以提高能源资源利用效率,培育新的经济增长点,走产业多元化的发展道路,大力发展循环经济为抓手,促进发展方式的转变.
