“零星工程”与契约社会

从现实意义上来讲，现代意义上的“契约社会”实质上就是法治社会。建立法治社会是中国实现现代化、构建社会主义和谐社会的必然要求。实现现代意义上的“契约社会”需要进行一系列的改革。中国进行了将近30年的改革，积累了宝贵的经验，也出现了不少的问题。我们认为，改革与发展的继续深入，既是现代契约社会的构建过程，也是“零星工程”思维实施的过程。在一定意义上，“零星工程”式的改革有助于建造现代意义上的契约社会，并最终实现社会主义和谐社会。
