| 摘 要： | WTO的服务贸易协议（GATS）把教育作为服务产品纳入国家之间的经济交易框架中去规范。基于GATS条文的分析表明;目前规管跨国高等教育质量的权利仍在各国政府手上,GATS无力规范各国有关跨国高等教育质量保证和认证的实质内容,但它有强制力要求各国必须将其内部有关跨国高等教育运作的法规与程序加以公开,使各国的质量保证和认证机制趋于透明化,这个结果是以前出现的各个层级的高等教育国际质量保证和认证机构所无法达到的。关键词：跨国高等教育;服务贸易协议;质量保证和认证

| Abstract: | General Agreement on Trade in Services(GATS) of WTO treats education as a kind of service and regulate it under the framework of countries' economic transaction.After analysing the GATS rules,we found: Governments still as the main regulator of the transnational higher education.The GATS is unable to intervene into the content of quality assurance and accreditations of its members,but,it has legal-binding power to require its members to make the relevant quality assurance and accreditations information and ... |
