| 摘 要： | 公共利益的实现要允许市场行为的介入,“高端服务”的供给行为恰是价格机制甄选作用的具体体现。“高端服务”存在着3个层次的效率:稀缺资源配置效率的改进、公共产品供给的技术效率和公共服务的分配效率。因此,提供“高端服务”是一种经济理性行为,并未挤占公共利益。

| Abstract: | To realize public benefit is necessary to introduce market behavior.The supply of “top services”is the exact manifestation of its adaptation to price mechanism.The efficiency in “top services”is shown in three aspects,namely,improvement of scarce resources’allocation efficiency,technical efficiency of public goods supply,and income distribution efficiency.Therefore,supplying “top services”is a rational economic behavior ,not crowding-out to public benefit. |
