| 摘 要： | 人类社会发展经历了管制型、管理型和服务型三种政府治理模式。在服务型政府建设中,政府的首要作用是帮助公民表达并实现他们的共同利益。由于长期形成的＂管制＂模式难以彻底改变,特别是受传统＂官本位＂思想的影响,政府及行政人员缺乏民主与法制精神,使得服务型政府建设背离＂服务＂的真谛。鉴于我国服务型政府建设是自上而下的＂政府推进型＂方式,因此,服务型政府建设的突破口就在于政府行政思想观念的转变及法治政府建设的进程。

| Abstract: | In the process of construction of service-oriented government,the main role of the government is to help citizens to express and realize their common interests.Due to the influence of traditional values of respecting for government officials and lack of the spirit of democracy and legal systems in the government,the construction of service-oriented government deviates from the true essence of service.Therefore,the breakthrough lies in the ideological change of the government and the pace of legal state and legal government. |
