| 摘 要： | 农村医疗和农村公共卫生服务具有典型的公共产品特征，政府对农村医疗卫生服务的提供负有不可推卸的责任。然而由于政府制定的政策尚不完善，在某种程度上导致了农村医疗卫生领域的“政府失灵”。通过对农村医疗服务发展影响较大的财政投入政策、新型农村合作医疗政策等公共干预政策的分析，可以揭示财政支持农村医疗卫生服务的现状与存在的问题，从而更有效地提出针对性措施和建议。
