| 摘 要： | 宪政的核心即限制“公权”与保障“私权”。树立宪法的最高权威是宪政的集中表现。近代以来政治文明的发展与演进,主要是以宪政制度的建设和完善为标志。宪政与政治文明有着互动的辩证关系,就政治文明对宪政的作用而言,政治文明是宪政的基础。就宪政对政治文明的作用而言,宪政是政治文明建设的条件和保障,没有宪政,民主政治将变质,将转化成专制政治。

| Abstract: | The core of constitutionalism is to limit "official right" and to ensure "personal right".The centralized manifestation of constitutionalism is setting up the utmost authority of constitution.In modern times,the construction and perfection of constitutionalism is the sign which has showed the development and gradual progression of political civilization.Thus we can distinguish the dialectical relationship between constitutionalism and political civilization.Political civilization is the foundation of the constitutionalism.Constitutionalism is the precondition of political civilization.No constitutionalism,there will be no democratic politics,and the democratic politics may become caesarism. |
