| 摘 要： | 文章通过对西安对外开放的总体态势的纵向和横向对比及综合排名,发现西安对外开放水平在纵向上不断提高,在横向上总体水平偏低,且在15个副省级城市中排名靠后。在进一步发展的过程中,存在项目储备不足,招商机制不畅,投资环境不尽人意等问题。建议在充分认识对外开放新形势的前提下,提升战略,优化体制,进一步整合对外开放资源,优化投资环境,并以此为基础制定、完善和落实各项对外开放政策。
