| Abstract: | Along with the unceasing change of domestic and foreign economical situations, the reform of the science and technology system is further thorough, the technical target system , which attribute and measure science and technology system,is melting in the corresponding diastrophism. Through the research of the technical target system can quite clearly see the reform of the science and technology system. |
