关于农村金融体系改革的战略思考

当前农村金融体系运行效率低下，对农村经济发展支持乏力已是不争的事实。通过深入分析，本指出其根本原因在于农村金融市场存在着垄断。因此，要从根本上解决当前我国农村金融存在的问题，不能局限于对当前农村金融体系的小修小补，必须从农村金融体系的整体着眼，重新对政策性金融、商业性金融和合作性金融进行功能定位和战略性调整，推行全面的农村金融体系改革。

Strategic Thought about Reform of Financial Systems in Rural Areas

It is no longer a disputed issue that rural finan ce system is inefficient and unable to keep up efforts to rural economic develop ment. On the basis of a thorough analysis, the article points out that monopoly in rural finance market is the main problem. To solving this problem, it is usel ess just to make some little repairs on rural finance system, we should push on a comprehensive reform by reappointing and readjusting functions of political fi nance, commercial finance and cooperative finance.
