矿产资源集约利用政策体系研究

目前,虽然我国矿产资源集约利用已经取得了一定成效,但是传统的高消耗、高排放、低效率的粗放型经济增长方式仍未发生根本性转变,资源问题,特别是重要矿产资源问题已日益成为社会经济发展的瓶颈因素。为了促进和保障社会经济的可持续发展,提高经济社会发展的资源保障能力和服务功能,有必要对我国矿产资源进行集约利用,并从深层次上构建促进我国矿产资源集约利用的政策体系。

Study on the Policy System of Intensive Utilization of Mineral Resources

At present,the extensive economic growth method that is high in both mineral resource depletion and pollutant emissions,but low in efficiency,has not been shifted fundamentally.On this account,the issues concerning mineral resources must be attached more attentions,so as to promote and ensure sustainable social and economic development.The paper focuses on establishing policy system for the intensive utilization of mineral resources.
