信息租金抽取与南水北调东线工程水运营管理模式探析

基于委托代理理论,分析了南水北调东线工程水资源管理中委托代理双方在信息对称与不对称下的资源配置效率问题.结果表明:在不对称信息下,存在供水部门将提供给用水户的本地水谎称是外调水以收取较高水费的可能,导致用水户为了减少用水费用而少用或不用外调水,从而影响了调水工程的效益.为了提高南水北调东线工程的经济效益,必须消除委托人与代理人之间的信息壁垒,对流域水资源与区域水资源进行统一管理,设置两级管理单位,将管理主体组织结构扁平化,以降低委托代理双方之间的信息差距.

Extraction of information rent and operation management modes for water resources of East Route of South-te-North Water Transfer Project
