我国公务员制度创新的路径选择

摘    要:随着社会的发展进步,我国现行的公务员制度逐渐显现出了其不足与缺陷。而西方国家在新公共管理运动的影响下,纷纷对本国的人事制度进行了相应的改革,具体措施如权力下放,解除规制,弹性管理等。作为一个有着特殊国情的发展中国家,我们在进行公务员制度创新时,必须保持清醒的头脑,在对西方经验的“扬弃”中选择合适的制度创新形式。

Abstract:The Civil Servant System is the fundamental personnel system of our government. With the development and progress of the society, our country's current Civil Servant System exposes its shortcomings and defect gradually. The western countries reform their Civil Servant Systems under the New Public Management. The methods include: delegate power to the lower levels; cancel restriction; elastic management; performance appraise and so on. As a developing country with its own special conditions, we should be aware and make the right choice when we learn from the western countries' experience to reform our civil servant system.
