| 摘 要： | 在综述研究浙江省永嘉县楠溪江渔业资源整体承包的文献基础上,提出了更有解释力的“强制性制度变迁说”。“强制性制度变迁说”本质上是经典的强制性制度变迁理论的一个假想推论,即政策失败原因在尚未有效消除的情况下,提供的强制性制度变迁是无效率的,并运用浙江省永嘉县楠溪江渔业资源整体承包案例对这一假想推论进行了实证检验。

| Abstract: | Based on the analysis of documents of an engineering case,the evolution of obligatory system with strong explanation is put forward.In fact,the evolution of obligatory system is a hypothetic inference of the evolution of classic obligatory system,that is,under the condition that policy failure causes are not effective eliminated,the evolution of obligatory system is inefficient.Demonstration tests on the hypothetic inference are performed. |
