资源型经济的区域效应与转型政策研究——以山西为例

矿业开发的特殊性与资源型区域对资源部门的过度依赖,形成独特的资源型经济体系,其经济增长、结构演进与制度环境不同于非资源型区域：资源开发的外部负效应引起增长方式粗放化,对人力资本与技术进步的挤出决定了要素结构的初级化,产业的锁定效应带来产业结构单一化,矿（区）城（市）冲突效应导致空间布局结构分散化,资源财富流失效应引起区域可持续发展能力不断弱化。推动资源型区域经济转型的关键是破解五个效应：以集约增长促进资源利用方式转型,以科技融合推动要素结构转型,以破解锁定促进产业转型与产业结构优化升级,以矿（区）城（市）乡（村）统筹发展推动区域空间结构重组与资源型城市转型,以财富积累推动体制机制的完善,并由之构成资源型经济转型的政策体系。本文以山西省为例,对资源型经济的区域效应以及转型政策进行了分析。
