建立我国铁路冷藏运输股份公司的构想

在市场经济条件下,我国铁路冷藏货物运输面临着冷藏货源及供需方式发生变化,公路、航空运输竞争等的严峻挑战,因而必须进行管理体制改革。借鉴国内外改革经验,只有按照“资产重组、企业重构、布局调整、结构优化”的思路成立铁路冷藏运输股份公司,对现有机保段、加冰所、冷藏车实行资产重组,并按《公司法》设立严密的组织机构,才能从根本上改变我国铁路冷藏运输的被动状态,扩大市场份额,增加运营收入,扭亏为盈。

Concept of Establishing Railway Refrigerated Transpodation Share Holding Companies in China

Under market economy, China refrigerated transportation is fac-ing the serious challenges such as the changes of refrigerated goods sources,the changes of supply/demand mode and the competition from highway andaviation. It is hence necessary to implement reform in management mechanism.According the experiences of domestic and foreign railway reform, it is only byestablishing railway refrigerated transportation share holding company basedon the thoughts of "capital reconstruction, enterprise restructuring, layout ad-justment and structure optimization" to carry out the capital reconstruction tomechanical refrigeration division, re-icing point, refrigerated car and to set uprigorous organization according to "company law" that we could change radi-cally the passive situation of China railway refrigerated transportation, increasemarket share and operation income, make up the deficits and get surpluses.
