城乡户籍制度改革与农村土地集体所有权变革的思考

土地集体所有制是二元户籍制度的基础，二者共同起着控制人口流动，稳定社会秩序的作用。户籍制度改革的宗旨是实现迁徙自由，而土地集体所有使农村形成一个个集体利益共同体，农村户籍是确定集体利益共同体成员资格的惟一依据，人口在农村的横向流动与城市向农村的纵向流动是不可能的．土地集体所有是户籍制度改革的真正障碍。户籍制度改革应该与集体土地所有制的改革配套进行，要统一城乡户籍，必须重新界定土地集体所有权。
