| Abstract: | Turning deficits and gaining surpluses for state owned enterprises are the two sides of a problem.If we cannot deal with the surpluses in the beneficial enterprises, we cannot solve the deficits in the deficit ones radically. Turning deficits into surpluses is a matter of changing mechanism in the final analysis. |
