对新农村建设制度创新若干问题的思考

新农村建设几年来,从实践来看还基本沿袭着传统的行政管理和计划指导思维模式,而从长远看,新农村建设是一项系统工程,需要从政治、经济、生产、管理、资本运作、消费、保障、教育等涉及农村社会政治经济组织和个人实际行为机制形成的多方面综合入手,辩证施治,大力促进农村各类制度建设的创新。

Reflections on System Innovation for Building New Countryside

Our country new rural reconstruction basically follows the traditional pattern and mentality,pay little discussion and attention to some deep level question of the system adjustment of the rural reconstruction. This article hopes to resolve the system mechanism innovation ,based on a investigation of a small village in Jiangxi Province,attempts to disscuse and understand the following problems: rural primary politics organization system,the villager autonomy system,the economic cooperation organization mechanism ,the financing mechanism,the farmer consumption pattern and circumstance,the farmer risk support mechanism,as well as the basic-level organization construction and the democratic pattern re-innovation and so on.
