英国住房规划调控研究及对我国的启示

英国自20世纪中期开始形成了一套以规划手段为基础的住房保障措施,成为西方住房规划调控的最成熟的典范之一,对我国具有重要的参考借鉴价值.以英国住房保障措施的规划调控思想发展过程为线索,重点就几种主要规划调控措施--所有权控制、使用变更控制、贡献和义务机制和规划特例机制的理念方法、经验教训等内容进行综合分析,并结合我国当前城市住房问题提出改进我国现行住房规划调控的建议,以期为我国住房研究、规划调控和政策引导提供参考.

Study on the planning and adjustment and control of Britain housing and the enlightenment to China

As one of the most successful models of housing planning regulation and control of the west world,U.K.has launched a set of housing security measures based on planning tools,as provides a valuable reference to China.This paper follows a clue of the development of planning regulation and control on housing security,and mainly analyzes the concept,method and experience of four major regulation and control measures,including the ownership control,change control of use,mechanism of contribution and obligation and exception mechanism of planning,And then it proposes some suggestions to the improvement of current planning regulation policy aiming at present urban housing problems so as to offer some reference to the study,planning regulation and control and policy guiding of housing in China.
