| 摘 要： | 文章根据南盛镇在劳动力开发中所出现的人力资源的产业配置不合理、组织体系不健全以及投入不足等问题，需要采取增加职业技术教育和医疗保健投入、组建学习型的组织、人力资源的产业合理配置、集约化经营、边干边学边开发、增加城市向农村劳动力的溢出效应等措施来提高该镇农村人力资源开发的效率。
