| 摘 要： | 本文着重以长江、黄河流域为例，阐述了在上下游地区生态环境建设中出现的新问题，在空间层次上分析了当前东西部地区生态环境恶化的原因，并从改善全国生态环境的全局出发，指出西部地区的生态重建必须考虑东部地区的生态安全，而东部生态安全的实现亦不可将自己割裂的西部生态建设之外，二者的利益关系是协调一致的。并对此提出了一些建设性意见。

| Abstract: | Regarding Yangtze River Valley and Yellow River Vally as the main research objects, this paper expounds the new Pvoblying lying in the eco-environment construction of the upper and lower reaches,analyzes the reasons resulting in eco-environment deterioration in China's east and west region from the direction of space Considering the overall situation of improving the whole country's eco-environment,this paper points out the ecological reconstruction in China's west must combine the ecological security of the east region At the same time,the realization of ecological security in China's east deponds on the ecological reconstruction in China's west as well The beneficial relationship between them is coordinated In the end,this paper puts forward some relevant suggestions |
