土地行政管理中的寻租行为初探

土地行政管理者的寻租行为，不仅会造成国有土地资产的大量流失，致使土地资源配置扭曲，更不利于市场经济下公正、公平、公开的良好交易环境的形成。本文在认识土地寻租行为现象及其危害的基础上，从制度因素，主观诱因和外部环境三方面深入剖析了我国土地行政管理中产生土地寻租的原因，并有针对性地提出抑制土地行政管理中寻租行为的建议和措施。

Study on the Land Administration Rent-Seeking Behavior

The land administration superintendents rent-seeking behavior, not only can create the state-owned land property massively to drain, and cause the land resource disposition distortion, but also is more disadvantageous to the formation of fair, fairly, public transaction environment under the market economy. Based on the understanding of land rent-seeking phenomenon and its harms, this article thoroughly analyzed the reasons of land rent-seeking behavior in our country from three aspects, the subjective cause and the external environment, then, respectively pointed out the suggestion and the measure of rent-seeking behavior in the land administration management.
