政府人力资本支出与地区经济增长实证分析

首先对政府人力资本进行了界定,将政府财政用于科教文卫和社保方面的支出统一纳入政府人力资本范畴,在此基础上,对实行分税制以来中国政府人力资本支出的动态变动过程进行了分析。其次,采用面板数据模型对1994年以来政府人力资本支出与经济增长的关系进行了实证检验,发现1994~2005年间政府人力资本支出占GDP比重的提高促进了省际人均实际GDP增长率的增加,其中,文教事业费和卫生事业费支出的增加提高了省际人均实际GDP增长率,而科学事业费的增加则对省际人均实际GDP增长率具有负效应。最后,建议政府继续加大人力资源开发方面的支出,提高人力资本质量,促进经济发展。

Government Expenditure for Human Capital and Regional Economic Growth

Firstly,this paper defines the government expenditure which includes government expenditure for culture,education,health,science and social security.Then this paper investigates the dynamic change of china's government expenditure for human capital after tax share system reform.This paper investigates the effects of government expenditure for human capital on the provincial economic growth with a panel-data set since 1994.This paper argues that government expenditure for human capital during this period has raised the growth rate of real per capital GDP at the provincial level.Meanwhile the author finds operating expenses for culture,education and health care has raise the growth rate of real per capital GDP,but operating expenses for science has negative effect on economic growth.The author suqqests government should increase expenditure for human capital accumulation to improve the quality of human capital and improve economic performance.
