| 摘 要： | 社会资本不仅会影响到人力资本和智力资本的发展,更会影响到一个国家和地区的经济繁荣和社会的发展。社会资本的重要内容是社会的信任程度和信任范围。社会主义和谐社会的发展要求建构以诚信机制为核心的社会资本,要求行政体系注重诚信意识。当前,重构政府信用,必须加强制度建设,发展公民社会,塑造公共精神,完善社会资本,建立透明政府,以促成＂善治＂的形成。
