| 摘 要： | 本文从国家创新体系的内涵与要素入手,针对大国的特征,突破常见的以企业为核心的企业、大学和研究机构创新框架,构建了以政府为中心、充分考虑各类社会组织系统及环境因素的新的大国国家创新体系框架,并对这一框架的特点作了说明。

| Abstract: | Beginning with the connotation and elements of national innovation system and aiming at the characteristics of great powers,the paper constructs a new framework of national innovation system centered on the government by various social organizations and environmental factors,which breaks through the innovation framework including enterprise,university and research institutions with the core of the enterprise.Finally,the paper explains the characteristics of the new framework. |
