创新资源节约型社会的政府管理与服务机制

创新资源节约型社会的政府管理与服务机制是建设＂两型社会＂的关键,主要可以从四方面着手进行。其一要建立符合资源节约要求的政府绩效考评制度,即及时改革唯GDP的政绩考核观、综合协调城市群政府的整体考核制度、调整对政府官员的考核方式;其二要建立符合资源节约要求的政府开发管理机制,主要通过制定并实施资源节约的地方性法规、定位并挖掘资源的生态价值、建立并统一资源规划管理机制、强化生产者资源节约的社会责任机制来实现;其三要完善符合资源节约要求的激励约束机制,包括创新资源节约的产业准入机制、投融资体制及具体的约束机制;其四要建立符合资源节约要求的政府公共服务机制,为正确开展节约资源工作提供公共服务政策、建立公共服务平台、提高公共服务质量、完善公共服务监管。
