| 摘 要： | “三农”问题已成为制约农村进一步发展的严重障碍。在“三农”问题中,农村社会保障问题举足轻重。本文首先分析了农村社会保障制度面临的严峻形势,然后提出了在税费改革下的构建思路,最后对完善该项制度作了进一步的思考。
