| 摘 要： | 我国正值经济体制转型时期,在市场经济体制下,地方政府在改革中的行为创新主要表现为保护支持和引导市场主体的制度创新行为,并为企业发展创造条件.政府的角色应该是掌握经济发展方向,变管理为服务,规范经济环境.当市场经济发育成长起来后,必须进行政府行为再创新,促进地方经济进一步发展.

| Abstract: | China is in the course of economic system transition now. Under market economic system, the behavior innovation of local government in the reform mainly reveals the system innovation on giving protection ,support and inducting to the market principal , and creates good circumstance to the development of industries. The action taken on by the government should be holding the economical development goal, turn administering into serving and normalize the economic circumstance. Once a mature market economic system is set up, the government must re~innovate its behavior to promote local economic development ulteriorly. |
