论信息化对西部地区人力资源开发的作用

摘    要:当代信息技术的快速发展为西部人力资源开发提供了新的条件,也带来一定程度的风险。主要表现是:信息化可以加速优质教育资源的扩散,加快西部人力资源的培养;可以加速人力资源的合理流动,为西部吸引人才创造了条件;有利于西部与发达地区共享人力资源;推动西部人力资源管理的变革,降低了管理成本,提高管理效益;信息化也可能加速西部人才的流失,加大了留人难度;信息化给西部人力资源管理带来巨大挑战。

Abstract:The contemporary rapid development in informational technique has provided the new condition for developing human capital in the west region,it also brings the certain risk.The main performance is:informationization can hasten the diffusion of high quilty education resources,speed up the human capital raise and accelerate the reasonable flow of human capital,which can attract the talented persons for the west region;it can profit the western and developed area in sharing human resources;it can promote the transformation,reduce the cost and increase the benefit in human capital's management;it also can hasten the brain drain so as to make it more difficult to keep those talents.In brief,becoming an information based society brings huge challenge for the western human capital management.
