| 摘 要： | 低碳经济其实质是以低能耗、低污染为基础的绿色经济,其核心是能源技术创新和制度创新。价值工程的思想、方法与低碳经济发展理念相耦合。低碳经济发展涉及到价值取向、组织形式、激励约束和发展手段与工具等要素。我国目前应采取技术带动型、项目带动型国家低碳经济发展战略和企业带动型、资本推动型、消费引导型、组织推动型和法律约束型低碳经济发展战略。
