论建立和完善立法公开制度

立法公开制度作为衡量一个国家立法民主化程度的重要指标，愈来愈为各国所关注，各国宪法和法律也对此作出了明确规定。我国的国家性质决定了立法活动必须公开，这不仅有利于避免立法的盲目性，而且能够最大限度地发挥立法公开的积极作用，实现人民对立法机关立法活动的监督。从我国社会主义民主的要求来看，立法的公开性应当体现在立法活动的各个方面和环节；同时我国立法公开制度的建立，应当本着循序渐进的原则，在地方立法实践的基础上，逐步推广到全国的立法，并在建立立法成果公开、有关立法档公开、议事过程公开等制度的基础上逐步完成。
